This is an old voice synthesizer back from 1986 (I think) that creates the sound you hear, his "talk". Using his laser eye piece he chooses words/letters on the screen forming a sentence bit by bit.. a full answer takes him about 10 minutes to complete, therefore the question are given to him before-hand, and when the time comes he just clicks "enter" or something (with his eyes) to play the answers he prepared.
