They design the natural frequency of the wing such that the turbulence frequencies are too high to get the wing moving that much. The only way to get 150% "design loads" is in a major maneuver or impact. The 100% "design load" is also probably twice the maximum load the airplane should ever see in operation.
No 150% design load is probably actually 150% the highest load the wing will ever see. Aeronautics use very small factors of safety (1.25-1.5) because more strength often requires more material hence more weight. More weight is not good.
In contrast elevators cables have safety factors of 6-8, meaning they can withstand 6-8 times the maximum recommended weight of the elevator.
Just so everyone knows. They say at the end that it buckled "where predicted". They weren't just close with their prediction, they were exactly right. It buckled at the exact wing strut that they said and at the exact load they had predicted. Amazing engineering.
